一、實施原則:
(一) 由各大專校院社團透過學校與中小學訂定為期一年之長期合作計畫,每學期宜規劃 4 次以上活動(含 4 次) 一年為 8 次以上,至少有 1 次 為 戶外活動為原則。
(二)活動規劃以定時定點服務為原則,如有辦理短期營隊活動或校外參觀活動之必要,應 由雙方學校自籌經費辦理。
二、補助原則:
(一) 每計畫除由教育部參酌活動次數及計畫內容部分補助活動經費,補助額度最高以 3 萬元為限外, 學校亦應編列經費,配合辦理 。
(二)基於鼓勵各校參與並提升社團性質之多元性, 每校申請最多以 15 項合作計畫 、單一社團最多以 5 項合作計畫 為限,倘單校申請超過 15 項合作計畫者,申請補助經費不得高於 45 萬元。 如有特殊情形超過者,請於企劃書內敘明兼顧活動質量之規劃,並摘錄於報部公文中。
(三)活動經費預算,應以活動實際需要詳列各項經費支出明細表,酌予部分補助項目 如下:交通費(不含油資應依國內出差旅費報 支 要點規定核實報支)、消耗性教材費,課內所需獎品請列入消耗性教材內)、 保險費 (公務人員不得列支)、 膳費 (午、晚餐每餐 100 元,每人每日上限 300 元;活動第 1 日不提供早餐,且該日上限 240 元) 、 雜支等所需費用。器材、服裝等購置費用、鐘點費暨行政管理費, 一律不予補助 。
(四)經費之請撥、支用與結報, 請依本部補助及委辦經費核撥結報作業要點規定辦理。
Application for the Year 2024 "College and University Clubs Leading Primary and Secondary School Club Development Program" is accepted within the school campus until December 19, 2023.
I. Implementation Principles:
(1) College and university clubs shall establish long-term cooperation plans with primary and secondary schools through their respective schools, with a duration of one year. Each semester should plan for at least 4 or more activities (including 4 times), totaling at least 8 times per year, with the principle of at least 1 outdoor activity.
(2) Activity planning should prioritize scheduled and on-site services. If there is a need for short-term camp activities or off-campus visits, both schools should raise funds independently.
II. Subsidy Principles:
(1) In addition to the subsidies provided by the Ministry of Education based on the number of activities and the content of the plan, the maximum subsidy amount is limited to 30,000 NT dollars. Schools should also allocate funds to cooperate.
(2) In order to encourage schools to participate and enhance the diversity of club activities, each school can apply for up to 15 cooperation plans, and a single club can apply for up to 5 cooperation plans. If a single school applies for more than 15 cooperation plans, the application for subsidy should not exceed 450,000 NT dollars. In case of special circumstances exceeding this limit, please specify the planning that takes into account the quality of the activities in the proposal and include it in the official document.
(3) The budget for activity expenses should provide a detailed breakdown of each expenditure item according to the actual needs of the activity. Partial subsidy items include transportation expenses (excluding fuel costs, which should be verified and reimbursed according to the domestic travel expense regulations), consumable teaching materials fees, and prizes required for in-class activities (to be included in consumable teaching materials). Insurance fees (not applicable to government employees), meal expenses (100 NT dollars per meal for lunch and dinner, with a daily limit of 300 NT dollars per person; breakfast is not provided on the first day of the activity, and the daily limit is 240 NT dollars for that day), and other necessary miscellaneous expenses. Costs for equipment, clothing, hourly wages, and administrative management fees are not eligible for subsidies.
(4) Please follow the guidelines for allocation, disbursement, and reporting of funds in accordance with the Ministry's subsidy and commissioned fund allocation and reporting procedures.
